The state independent establishment of the Tyumen region «Regional business incubator» is created by Department of an investment policy and the state support of business of the Tyumen region for the purpose of realization provided by the legislation of the Russian Federation of powers of public authorities of the Tyumen region in sphere of assistance to development of business of the Tyumen region.
The primary goals of establishment are:

• Improvement of starting conditions of creation of business by granting of office areas equipped with furniture and computer technics, for enterprise activity on the preferential fixed conditions within 36 months;
• A protection of small enterprises from negative influence of an environment of business and granting of possibility of a concentration of business on is industrial-economic activities;
• The organisation of all consulting services in a uniform complex: legal, auditor, accounting and marketing;
• Rendering assistance in small enterprise registration, in technical maintenance of the project;
• Management of the innovative enterprises in area commercialization technologies and maintenance of the best conditions of conducting economic activities;
• Management of realization of innovative projects at all stages of life cycle and their further effective functioning;
• Maintenance of direct communications between a small business and bodies state and municipal authority - the organisation of interaction of associations of businessmen with representatives of a municipal and regional legislative and executive power for development of the most effective methods of the decision of actual problems of small and average business, the coordination and representation of interests of businessmen and their associations.

For today for realization of the purposes and problems the independent establishment «Regional business incubator» already has office areas in of Tyumen, Tobolsk and Ishim a total area almost 1800 m. sq. Head office of the organisation there will be in Tyumen on street of 30 let Pobedi, 81а, a structure 1.
The business incubator is called first of all, to assist beginning businessmen. And also, to the business projects focused on realization of production not only in territory of the Tyumen region, but also for its limits, including near and far abroad, and the business projects, which products will replace the import goods. Thus, our primary goal to help to be organised and begin the activity to the enterprises and the organisations which will involve to the Tyumen region money resources because of its limits, both to the enterprises and the organisations which will reduce outflow of financial assets from area.
The preference on places will be given to business projects by a principle economic profile and prospects of development of the given territory. So, for example, in Tobolsk entrance tourism, final processing of oil and gas products, woodworking will be the basic directions for investing. The same approach will be introduced in other cities of Tyumen region.
In view of profile business projects, the incubator will pick up cycles of training seminars with attraction of experts in the given directions for support of businessmen.
Also at an incubator creation of some «clubs» and «communities» is planned. Such, for example, as club «Business of angels», community of the venture companies, club of successful businessmen, scientific the communities of institutes capable along with the state to assist to development of businessmen.
In the conditions of a current situation in the market, the business incubator will focus beginning businessmen on use in the activity of high technologies and workings out which will be actual both through five, and in ten years.
Attraction in activity of an incubator of the large enterprises for creation of their «companions» or consumers of their production as will help to take advantage of experts of the given enterprises in profile orientation of businessmen and assistance in acquisition of the equipment and technological lines in leasing or under other more favourable credit schemes.
Thus, incubation will get the informal and logically sustained character.
We will select projects from among that most correspond to prospects of economic development of concrete territory. The selected businessmen we will train with attraction not only experts, but also the large companies which will be customers and suppliers of raw materials. Further, on operating system of state support (easy loans, to indemnification of a part of expenses under credits, leasing, advertising, exhibitions, certification, marketing and so forth, Guarantee and Venture funds) department and fund of support of business will give financial support to select businessmen under the most interesting projects and to help with advancement of made production.
Certainly that except preferential rent incubation will include also accounting and legal support of businessmen.
At the same time, considering that the independent establishment will represent a new infrastructure, to it tasks in view of carrying out of motivational, training and consulting actions among inhabitants of concrete municipal union. That is, in literal sense we will work not only on those whom starting conditions for development, but also on all interested inhabitants of the given municipal union have selected in business an incubator and distances good. For them free training and consulting in the maximum volume will be provided.
