The governmental order of the Tyumen region from April, 06th, 2009 №106-p makes essential changes the governmental order of the Tyumen region from 01.04.2008 № 99-p «About an order of selection of subjects of small and average business for granting of the state support».
The state support is given to subjects of small and average business in the form of the grant in following kinds:
1) compensation of a part of expenses for payment of percent on contracts of the credit and a part of expenses on leasing payments;
2) compensation of a part of expenses on participation of subjects of small and average business in the international, all-Russian and regional exhibitions, fairs;
3) compensation of a part of expenses on advancement of a regional product in the internal and external markets;
4) compensation of a part of expenses:
•    On fee for certification,
•    The expenses connected with export activity,
•    On acquisition of modern technologies of a know-how,
•    On carrying out of marketing researches of foreign commodity markets of regional production,
•    On fee for working out of means of an individualization of the subject of small or average business, production individualization (works, services), including the company name, a trade mark, creation of the industrial sample for the goods (works, services).
In 2009 in the regional budget financial assets on state support in the form of compensation of a part of expenses for payment of percent on contracts of the credit and a part of expenses on leasing payments are provided. Other forms of the state support provided by the governmental order of the Tyumen region, in 2009 will not be realized.
We pay your attention, conditions of granting of compensatory payments concerning last year, namely compensation of a part of expenses for payment of percent on the contracts of the credit received by subjects of small and average business are changed, than 3/4 interest rates, established by the credit contract are carried out at the rate to 100 % of the rate of refinancing of Bank of Russia operating for date of the conclusion of the credit contract, but no more.
The list of priority directions - addressees of the State support is generated according to the Decision of the State committee of the Russian Federation of standardization and metrology from November, 6th, 2001 №454-st «About acceptance and introduction in action OKVED (Russian Classification of Economic Activities)».
The state support appears under contracts from the moment of which conclusion, till January, 1st of current fiscal year has passed no more than three years.
At acceptance by the Commission of the decision on granting of the state support to the separate subject of small (average) business criterion is:
- Preservation of average number of workers (without external part-time workers and the workers performing works under contracts of civil-law character) at level not below value of the given indicator for previous year.
The governmental order of the Tyumen region from April, 06th, 2009 №106-p confirms the Order which defines categories and criteria of selection of subjects of small and average business of the Tyumen region for granting of the state support in the grant form. The order extends on subjects of small and average business (legal entity and individual businessmen), registered and carrying out the activity in the Tyumen region (without autonomous regions) and corresponding to the conditions defined by article 4 of the Federal law from 24.07.2007 N 209-FZ "About development of small and average business in the Russian Federation". The list of necessary documents is confirmed by the established Order.
Preparation of documents for selection of subjects of small and average business for reception of the state support is carried out by department of an investment policy and the state support of business of the Tyumen region.
