Cooperation with Belarus

The Tyumen region one of the first in Russia, practically simultaneously with an establishment of diplomatic relations between the Russian Federation and Byelorussia, in June, 1992, has concluded the Contract on trade and economic cooperation with Byelorussia for 1992-1993 for creation of favorable conditions of mutual deliveries on direct economic communications of oil, gas, an industrial and technological production and the consumer goods. The contract has helped to keep of cooperation and integration bases for bilateral economic agreements of the Tyumen region with the Belarus regions.
Trade and economic cooperation of the Tyumen region and Byelorussia develops not bad enough. Goods turnover of Byelorussia and the Tyumen region for 2007 has made an order 280 mln. US dollars. The key factor of trading - economic cooperation for today is export of energy carriers (oil, gas), production of metallurgy, the chemical and petrochemical industry. The agricultural machinery, vehicles, the machine-building equipment, mineral fertilizers, a foodstuff and the consumer goods are imported mainly.
Visit to Tyumen in 2006 of official delegation of the Ministry of the industry of Byelorussia led by the First deputy of the Minister Ivan Ivanovich Demidovich became considerable event within the limits of cooperation between the Tyumen region and Byelorussia. Consideration of a condition and prospects of the further expansion of cooperation became the purpose of the visit. During visit of delegation a number of meetings and negotiations with representatives of the Government of the Tyumen region, the industrial and agricultural enterprises has taken place. Visitors have visited also at 12th specialised exhibition «Agriculture». In negotiation and meetings of delegation with representatives of the interested organisations questions about creation in the field of the technical and service centres on service of agricultural, automobile, road-building technics of the Belarus manufacture, expediency of creation of assembly manufactures of agricultural machinery in our area, and also increases during the current year deliveries and realisation of agricultural cars through the Tyumen dealers have been considered.
Signing of the report about intentions between the Government of the Tyumen region and the Ministry of the industry of Byelorussia became a visit result. The parties have agreed about rendering of assistance to development of industrial cooperation and creation of co-productions.
In Tyumen region the centres of sales of cars and buses MAZ on the basis of Open Company «Siberian path» in Tyumen where there are all conditions for preparation of preselling of technics and the road-building technics of manufacture of Belarus Open Society «Amkodor-Udarnik» on the basis of the Tyumen Open Company «Atlant-avto» which is also the official dealer of the Russian automobile enterprises are organised.
On the basis of Open Society «Tyumenagromash» the warehouse of shot-time storage of tractors МТZ operates. Sale of tractor technics in the Tyumen region is carried out on the basis of agency agreements with Open Society «Tyumenoblagropromsnab» and Open Company «Siberian export-import company». In the Tyumen region of the beginnings to work the trading house «Belshina» on sale of rubber for motor transport. On the basis of mechanical-repair factory joint assembly manufacture of agricultural machinery of Open Society «Bobruyskagromash» is created in Omutinka area, the dealer centre for realisation of technics for agriculture PA «Gomselmash» and the Minsk tractor factory works in Ishim area.
A number of trade enterprises on sale of the Belarus jersey and clothes is opened in the Tyumen region. Company «Milavitsa-Tyumen» having own trading network in our region, and also the trading house «Mangazeya» most successfully works.
The machine-building enterprises of Open Society «Ishimagropromsnab» and Joint-Stock Company « Tyumenoblagropromsnab » are interested in the conclusion of dealer contracts with RUE «Bobruyskagromash». There is a mutual interest to creation in Tyumen of co-production of bodies of cargo dump-body trucks PA «BelavtoMAZ» and Open Company «AtlantAvto», to creation of co-production of agricultural machinery RUE of «Bobruyskagromash» on the basis of Open Society «Ishim machine-building factory», and also creation of joint ventures with participation RUE «Firm trade of Minproma» (Minsk) for assistance of realisation of production of Byelorussia and the Tyumen region through available trading network.
There are also reserves of industrial cooperation with many Tyumen industrial enterprises, and also the enterprises light and the food-processing industry.
Exhibitions of the enterprises and concerns of light industry of Belarus «The fashion and style» where production of the Belarus companies – manufacturers of clothes, footwear sports jersey and linen is represented - are held in Tyumen region. Besides, the Belarus enterprises actively participate in exhibitions which are organised by Open Society «Tyumen fair». In July, 2007, within the limits of an exhibition «Tyumen mark» of the enterprise of Byelorussia, also have exposed the production.
It is necessary to notice that between Russia and republic Belarus there are no customs and tax barriers, blanket tariffs for the electric power and rail transportation operate. Considering prospects of the future integration of economy of our states, similar advantages are necessary for using as much as possible for the blessing of both parties.
Among perspective directions of development of mutually advantageous cooperation of Byelorussia and the Tyumen region it is possible to designate the following:

creation of system of business cooperation in the area of the Belarus and regional commercial and industrial chambers for the purpose of achievement of qualitative other level of a system information exchange, including use of a modern information technology and electronic systems, exhibition activity, coordination of trading, economic investment cooperation;
development of a network of representations of the enterprises-exporters of Belarus, search of partners, an exchange of delegations of business circles, carrying out of target seminars, conferences, round tables and other information actions for a line of regional associations of manufacturers.
realisation of mutually advantageous projects of joint (cooperation) manufacture of special technics with use of base components of the Belarus manufacture and possibilities of local manufacturers (first of all – an autotractor and road profile), and also assembly manufactures. It can appear a perspective direction of cooperation as provides loading of local manufacturers, promotes creation of new workplaces in region. In this case it is possible to count on serious support of local authorities, participation in large regional economic programs.

Cooperation agreement between the Tyumen region Government and Association of light industry enterprises

On Friday November 15, 2011 a cooperation agreement between the Tyumen region Government and Association of light industry enterprises was signed by the Deputy Governor Vladimir Mazur and the Association President Dmitry Petrovsky, reported the Department on investment policy and state support of entrepreneurship.
