The Tyumen region totals more than 15-years-old history of development of relations with the Chinese National Republic and its separate provinces.
Representatives of both parties repeatedly showed interest to development of mutually advantageous cooperation, and throughout last years search of ways, points of contacts in economy, social and other spheres became more active.
The Tyumen region successfully develops economic and political relations with a province Kheyluntszyan (Chinese National Republic) and its administrative centre the city of Datsin on the basis of the Cooperation agreement signed in 1993 between administration of Tyumen and the government Datsin, and also the report about intentions from September, 26th, 2003 between Administration of the Tyumen region (Russian Federation) and the National Government of a province Kheyluntszyan (Chinese National Republic).
The above-stated documents are a fundamental basis of bilateral cooperation of the Tyumen region and a province Kheyluntszyan in trade and economic, scientific and technical and humanitarian spheres.
According to the data of the Tyumen customs the foreign trade turnover between the Tyumen region and the Chinese National Republic in 2008 has made 49 563 thousand dollars (in 2007 - 29 845,96 thousand dollars), including: export of 248,3 thousand dollars USA, import of 49314 thousand dollars USA.
In 2000 the official representation of the city of Datsin in Tyumen which is authorized to represent interests of the Chinese party in questions of development of cooperation between twin-cities Tyumen and Datsin has opened.
In the Tyumen region it is registered more than 10 enterprises with the Chinese investments. It, first of all, the company « BGP Geophysics» (BGP), being one of affiliated companies of the Chinese national oil corporation (CNPC), Open Company «YevrAziya» created with participation of the capital of the Chinese oil corporation after the technician and working out (CPTDC), and also Open Company «Oil capital», Open Company «Datsin» and many other things.
In June, 2004 the delegation of the Tyumen region took part in XV Harbin trade and economic fair.
During the period from June, 15 till June, 19th, 2005 the delegation of Administration of the Tyumen region took part in XVI international trade and economic exhibition-fair in Harbin, the Chinese National Republic and in the International economic Forum. As a part of delegation the Assistant to the Governor of the region, heads of structural divisions of the Administration of the region and heads of leading enterprises have taken part.
Representatives of the Tyumen region have successfully taken part in the Russian national exhibition in Pekin during the period from November, 8 till November, 13th, 2006, the Russia dated for Year in the Chinese National Republic.
Participation of representatives of the Tyumen region in the above-stated actions has allowed to show, first, a region export potential, secondly, to expand and deepen economic relations between the Tyumen region and China.
The department of an investment policy and the state support of business of the Tyumen region has taken part in ceremony of official opening of the National exhibition of the Chinese National Republic in Moscow which was passing in Moscow exhibition center «The Krokus Ekspo» during the period from March, 26 till March, 29th, 2007.
During the period visit of official delegation from the cities of Datsin (Chinese National Republic) to Tyumen led by the Assistant to the Mayor Datsin (Chinese National Republic) of Luan In from March, 28 till March, 30th, 2007 has taken place. During visit meetings with the Mayor of Tyumen, the Assistant to the Governor of the Tyumen region S.A.Degtyarev, the general director of Open Society «Tyumen fair» have been held.
At the initiative of department of an investment policy and the state support of business in 2007 on the Chinese version of a web-site of the Trade mission of Russia in the Chinese National Republic the information about investment appeal of the Tyumen region with a view of activization of foreign economic relations of area has been placed. By means of possibilities of an electronic resource of the Trade mission it was possible to make an information resonance among business community of China.
In 2007 the Department of an investment policy and the state support of business of the Tyumen region had been concluded the state contract on distribution of information materials about the Tyumen region at 12 leading international investment fairs, including, spent in China. Such as, 3rd Trading-investment fair of the countries of North-East Asia (on September, 2-6nd 2007г., Chanchun, a province Tszilin) and the Chinese international trading-investment fair (on September, 8-11th, 2007, Syamen a province Futszyan).
In July, 2007 visit of official and business delegation of Ninsya-Khueysk of autonomous region to the Tyumen region has taken place, within the limits of visit business meetings have been held.
Many Tyumen enterprises have long-term contractual relations with the companies of the Chinese National Republic. One of successful examples of mutually advantageous cooperation is participation of the Chinese oil corporation (CNPC) in realisation of the investment project on investigation and working out of Uvatsk group of fields in the Tyumen region.

Cooperation in an education sphere
Cooperation of the Tyumen region with the Chinese National Republic in sphere of the higher vocational training is carried out by «The Tyumen state university» (TSU) and «The Tyumen state oil and gas university» (TSOGU).
In May, 2007 visit to the Tyumen state university of official delegation of heads of the Tsyuyfusky state pedagogical university (TSPU) for the purpose of discussion of possibilities and cooperation prospects in educational, scientific and cultural areas has taken place. During reciprocal visit of delegation of the Tyumen state university to Tsyuyfu in December, 2007 the contract about cooperation and the academic exchange has been signed.
Now, in the Tyumen state university by the program of the international student's exchange within the limits of the contract about cooperation with the Tsyuyfusky state pedagogical university are trained at Regional institute of the international cooperation and philological faculty of 7 Chinese students. The purpose of stay of the Chinese students is studying Russian language. For the purpose of studying of the Chinese language of the Tyumen state university has directed in the Tsyuyfusky state pedagogical university 7 students from following faculties and institutes: philological, ecology-geographical, institute of history and political sciences, the international institute of the finance, management and business. By the invitation of the Tsyuyfusky state pedagogical university for teaching of Russian language of the Tyumen state university has directed since September, 2007 of the teacher of Russian language from philological faculty (Poluhina J.P.) And since November, 2008 in the Tyumen state university at philological faculty the teacher from the Tsyuyfusky state pedagogical university (Ten Chzhou Bao) teaches the Chinese language. The Chinese language in the Tyumen state university is taught since 1997 at ecology-geographical faculty, the International institute of the finance, management and business, Institute of history and political sciences. Employment on the Chinese language are spent by four teachers, from which, two regular teachers of the Tyumen state university and two invited teachers from the Chinese National Republic (Ten Chzhou Bao, Syuy Chzhun Lyan works in the Tyumen state since 2006).
Total number of the students studying in this educational year the Chinese language – 117 persons from whom 41 student studies the Chinese language as the second foreign, the others 76 are engaged optionally. Interest to studying of the Chinese language is high, but facing with a difficulty of studying of language, in particular, reading and a writing of hieroglyphs, quantity of students in group decreases. For motivation maintenance to studying of the Chinese language at Regional institute of the international cooperation cultural actions, such as Day of foreign languages, Club of dialogue of cultures, Festival of student's projects on foreign languages for students and all interested persons are regularly carried out. The given actions use a great popularity among students, teachers and townsmen.
For the purpose of acquaintance to innovative projects, participations in scientifically-practical conferences and courses of improvement of qualification and professional retraining of teachers have been sent to the Chinese National Republic 6 teachers of natural-science faculties to Urumchi, 6 teachers of economic specialities to Tsyuyfu.
Bureau of transfer of Regional institute of the international cooperation took part in transfer and preparation of information materials for the International exhibition in Pekin for the Government of the Tyumen region, Administration of Yamal-Nenets autonomous region, Administration of Tobolsk.
Now active correspondence with partners from the Tsyuyfusky state pedagogical university on an exchange of students in 2009-10 educational year and the organisation of visit of the rector and heads of the Tsyuyfusky state pedagogical university in the Tyumen state university is conducted. In 2007 the Tyumen state university has directed to Embassy of the Chinese National Republic in Moscow representation for opening in the Tyumen state university of Institute of Konfutsiy which will allow to raise essentially interest to the Chinese language and culture of the population of the Tyumen region. Positive experience of cooperation available for today in the Tyumen state university with the Chinese partners, preparation of experts in the Chinese language, university material resources can form a basis for opening and effective development of activity of such cultural establishment known all over the world, as Institute of Konfutsiy.
In 2004 the Tyumen oil and gas university (Russian Federation) had been signed the report of intentions about cooperation in the field of science and education with Datsinsky oil and gas institute (Chinese National Republic) from 06.10.2004 of the Party have agreed to carry out following kinds of cooperation:
- Scientific cooperation;
- Training of students and post-graduate students;
- An exchange of scientists;
- The co-education organisation;
- The publication of scientific articles;
- The organisation of joint references and information placing on web-sites of the parties.
In November, 2008 during visit of the Chinese delegation to the Tyumen state oil and gas university the Memorandum of intentions to cooperation with the Chinese oil university about co-education of the Chinese citizens, since 2009-2010 is signed. From the Chinese party 3 employees of the Center of educational development of the given university and the translator participated in a meeting.
Now details of the given cooperation are studied:
1) quantity of the Chinese citizens which the Tyumen state oil and gas university is ready to accept on training (to 60 persons: 40 persons on a bachelor degree, 20 people in Oil college of the Tyumen state oil and gas university), and also preparation directions (a bachelor degree, preparation of technicians on the basis of Oil college of the Tyumen state oil and gas university),
2) cost of training and residing in a hostel,
3) a procedure of payments.
All these questions are considered in «The additional agreement» to the Memorandum of cooperation which the parties intend to sign in March-April, 2009
The Chinese party has shown the big interest in training of the Chinese citizens in Oil college of the Tyumen state oil and gas university for the purpose of reception of prestigious working specialists.
Training of the Chinese citizens at university is planned to begin with preparatory branch (Russian as foreign in volume of 1200 hours/years).
Besides, training of the three Chinese citizens working in firm BGP International of industrial group CNPC, to Russian language as foreign is planned. Now duration of the program of training and their further intentions is specified.

Perspective directions of mutually advantageous economic interaction
According to the developed Strategy of investment development of separate industries of the Tyumen region the basic directions of development of economy of region and attraction of investments it are defined:
•    Klaster of an oil and gas complex;
•    Klaster of electric power industry;
•    Klaster of the wood industry and woodworking;
•    Klaster of light industry;
•    Klaster of service and trade;
•    Klaster of agriculture and the food-processing industry;
•    Klaster of building and the industry of building materials;
•    Klaster of transport and logistics.
Now practically in each of listed above branches the large investment projects are realised or planned to realisation. The Tyumen region invites to cooperation of all interested Chinese businessmen.

The state support of investment activity
In the Tyumen region bases of legal, infrastructural and information base for attraction of investments are created, the mechanism of guarantees on protection of the rights of investors is developed. Operating standard documents regulate investment activity in region, define conditions and forms of the state support.
In 2003 №159 the regional law «About the state support of investment activity in the Tyumen region» has been passed. According to this law in area territory following forms of support for holders of investment projects are provided:
1. The tax privileges given in an order, established by the federal and regional legislation;
2. Budgetary credits;
3. Investment tax credits;
4. Grants;
5. The state investments at the expense of means of the regional budget;
6. Assistance rendering at procedure of granting of the ground areas and other objects of the real estate, being in the regional property;
7. Guarantees.
With a view of stimulation of investment process by the regional Duma from 08.07.2009 №42 the law of the Tyumen region «About granting of tax privileges for 2009 and for the planned period 2010 and 2011 to separate categories of tax bearers» is passed.
