External economic relations in different industries, agriculture, trade, and also contacts in social sphere, education sphere, cultures, sciences between the Tyumen region and the Federal Republic of Germany had developed in the beginning of 90-s' years of the last century.
There were most actively external economic relations between the Tyumen region (Russian Federation) and the earth the Bottom Saxony (Germany). The legal platform for relation’s development has served signed by heads of regions on May, 21st, 1992 the Joint application for partner cooperation between the Tyumen region and the Bottom Saxony.
During an official meeting on October, 5th, 2006 the Governor of the Tyumen region V.V. Yakushev and the Prime minister of the Bottom Saxony Christian Vulff, summing up the works expressed in concrete joint projects, Heads of friendly regions-partners have signed the Joint statement about intentions of strengthening of partner cooperation between the Tyumen region (Russian Federation) the earth the Bottom Saxony (Federal Republic of Germany).
A not only mutual relation of official circles of the Tyumen region and the earths of the Federal Republic of Germany actively develops now. Communications between representatives of various branches of economy, financially-bank sphere, an agrarian complex extend also.
About 20 enterprises including the German capital are registered and successfully work on territory of the Tyumen region. «KCA Doutag Drilling GmbH» carries out development drilling, Open Society «Inzhenerno-proizvodstvennaya firma «Sibnefteavtomatika» attends to production of devices of the control and regulation of technological processes, industrial enterprise «Perfolayn» manufactures accessories for geological pioneering equipment. Besides, the enterprises with German investments render consulting services, services in the organisation of tourism and rest for the population of region.
The partnership of the Tyumen region with Germany is not limited to communications in various industries and agriculture. Our region co-operates in education, culture and social sphere. In particular, at the initiative of the Prime minister of the earth the Bottom Saxony mister Vulff the 16-volume edition of the German-speaking dictionary «Duden» has been directed to library of faculty of Romano-German of philology of the Tyumen state university in December, 2007. The modern dictionary published in Germany, will serve the Tyumen students as good help in studying of German language.
Today, more than ever, the economy of the Tyumen region is on lifting. For us and for colleagues from Germany it is very favourable to expand more close co-operation will be an incitement for more intensive development of economy as Germany as the Tyumen region.
Rather perspective and mutually advantageous directs of cooperation of the Tyumen region from Germany are:
Agriculture, in particular animal industries and processing of agricultural production;
Housing construction, production of construction materials;
Oil and gas instrument making and mechanical engineering;
Joint research workings out and surveys, first of all, in oil and gas branch.
It would be well to remember about great possibilities of expansion of tourist business, joint projects in sphere of the higher and secondary education (exchange of students and pupils), in sphere of improvement of professional skill and retraining of personnel.
The short review of foreign trade in a zone of activity of the Tyumen custom for 12 months 2007.
Following the results of the foreign trade turnover for 12 months 2007 on a zone of activity of the Tyumen customs Germany takes the fifth place in a rating of the countries of far foreign countries – the basic external economic partners of our region after Cyprus, Poland, Turkey and the Netherlands.
Specific weight of Germany in cumulative trade turnover on foreign trade for 12 months 2007 has constituted 40 581, 23 thousand USA dollars, that on 5, 23 % is more in comparison with the similar period of 2006. Specific weight of the exported goods has constituted 872, 04 thousand USA dollars, that on 0,16 % more than the similar period of 2006, import has constituted 39 709, 19 thousand USA dollars, that testifies about essential growth of export, namely on 16, 67 % in comparison with the similar period of last year.
In the rating of importing countries distant and the near abroad Germany has taken an honorary second place, that constitutes 274, 86 % in comparison with 2006.
The greatest specific weight in commodity structure of import transport is related to cars, means of transport for a special purpose, different parts of transport’s means.
Annually students of faculty Romano-German of philology pass plast practice in University of Lyuneburga. Partially stay in Germany is paid by the German party. Other costs are born by students. Three post-graduate students of the Tyumen state university have received research grants of Leonarda Eyler (DААD).
Now there is a discussion of offers under the new project «Temrus» concerning the further reform of the legal education in some Russian high schools of the Ural region. Besides, there was an idea of creation of «the competent centre» concerning petroleum pollution. Centre problems include rendering both information and financial support for the decision of environmental problems. As a preparatory stage it is offered to hold the international forum «Petroleum and environment» including scientific from Tyumen state university and Tyumen state oil and gas university, representatives of the administration of the region and the German party, the enterprises and the companies.
The Tyumen state medical academy has planned to establish the partner relations with medical University of Hanover in for the purpose exchange of experience and high technologies, and also rendering of assistance in opening in Tyumen of University clinic. Also realisation of international scientifically-practical conferences is planned: «Medicine and health protection», sharing in clinical tests of medical products of German production, together with medical University of Hanover realisation of many center researches in the field of cardiovascular diseases, oncological and hematologic diseases.
The administration of the Tyumen region carried out assistance in development of inter-parliamentary communications of the Tyumen region and the Earth the Bottom Saxony. Joint statement of 1998 «About results and prospects of development of friendly partnership between the Bottom Saxony and the Tyumen region» established that «the important result of six-year cooperation was the establishment of contacts in the order parliaments of the Parties for the purpose profound cooperation between legislatures». In September, 1999 the Bottom Saxony was visited by delegation of the Tyumen regional Duma led by its chairman S. E. Korepanov, and in May, 2000 the representative delegation of the Commission on federal and European businesses of Landtaga of the Earth the Bottom Saxony with the return visit was visited Tyumen and cities of the south of region.
