ORDER OF SELECTION OF THE INDUSTRIAL ENTERPRISES AND SUBJECTS OF THE SMALL BUSINESSES FOR RECEPTION OF THE STATE SUPPORT

«A necessary condition for granting of the state support is representation by the industrial enterprise in Department of following documents:
1. For reception of the state support in the form of compensation of a part of expenses for payment of percent on credit contracts, is concluded with the Russian credit organisations, and parts of cost of subjects of leasing:
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- The inquiry in the form №P-1 «Data about manufacture and shipment of the goods and services» with the information for the date nearest to date of giving of the report, with a mark of body of the state statistics;
- The inquiry in the form №P-4 «Data about number, a wages and movement of workers» with the information for January, 1st of current fiscal year, with a mark of body of the state statistics;
- The inquiry in the form №P-4 «Data about number, a wages and movement of workers» with the information for the date nearest to date of application, with a mark of body of the state statistics;
- Copies of certificates about the state registration of the legal person, about entering of record into the Uniform state register of legal bodies and the licence for the right of realisation of corresponding economic activities (in case of realisation of the activity demanding licensing);
- Copies of accounting balances of the enterprise for last fiscal year and last three accounting periods with appendices (forms №1, №2) with a tax department mark about reporting acceptance, the explanatory notes made according to requirements of the Ministry of Finance of the Russian Federation;
- The business plan;
- Copies of credit contracts (leasing contracts) and all additional agreements to them, certified by bank (giver of leasing);
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts for payments in budgetary system of the Russian Federation;
- A copy of letter in territorial body of Federal Agency of statistics about the consent to the publication of the individual statistical data of the enterprise-applicant;
- The documents confirming absence of delayed debts for a payment before the personnel of the enterprise;
- The information on indicators of work of the industrial enterprises: a volume of output in natural and cost expression; average wages of one worker; volume of the paid taxes in budgets of all levels (with breakdown by budgets). Indicators are given for previous year, current year and the year following for current year with quarterly breakdown.
- Copies of payment commissions about payment of percent on the involved credits (with a bank mark) and leasing payments (with marks of bank and giver of leasing);
- Sheets of the added percent on the involved credits (with a bank mark);
- The inquiry on residual cost of a subject of leasing (without the tax to the added cost), assured giver of leasing»
2. For reception of the state support in the form of indemnification of a part of expenses on the organisation and participation in the international, all-Russian, regional exhibitions, fairs, forums, conferences:
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- Copies of certificates on the state registration of the legal person, about entering of record into the Uniform state register of legal bodies;
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts for payments in budgetary system of the Russian Federation;
- Copies of the documents confirming cost and the fact of the payment of expenses for the organisation and participation in exhibitions, fairs, forums, conferences;
- A summary record on participation in exhibitions, fairs, forums, conferences with reflexion of the basic results of this participation;
- A copy of letter in territorial body of Federal Agency of statistics about the consent to the publication of the individual statistical data of the industrial enterprise;
- The documents confirming absence of delayed debts for a payment before the personnel of the enterprise.
3. For reception of the state support in the form of indemnification of a part of expenses on placing in mass media of advertising of a regional product:
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- Copies of certificates about the state registration of the legal person, about entering of record into the Uniform state register of legal bodies;
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts for payments in budgetary system of the Russian Federation;
- A copy of the published materials in mass media;
- Copies of the documents confirming cost and the fact of the payment of expenses for placing of materials;
- A summary record about the publication with reflexion of the purpose of the publication and the reached results;
- A copy of letter in territorial body of Federal Agency of statistics about the consent to the publication of the individual statistical data of the industrial enterprise;
- The documents confirming absence of delayed debts for a payment before the personnel of the enterprise.
4. For reception of the state support in the form of indemnification of a part of expenses to the industrial enterprise for preparation and retraining of specialists for work on the hi-tech equipment and a part of expenses on transition to system of the automated designing:
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- Copies of certificates about the state registration of the legal person, about entering of record into the Uniform state register of legal bodies;
- Copies of contracts on granting of services in preparation and retraining of specialists for work on the hi-tech equipment (on introduction at the enterprise of system of the automated designing, including for preparation and retraining of specialists for using system);
- Copies of the documents confirming cost and the fact of the payment of expenses;
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts for payments in budgetary system of the Russian Federation;
- The documents confirming absence of delayed debts for a payment before the personnel of the enterprise.
5. For reception of the state support in the form of indemnification of a part of expenses on designing and building timber-carrying roads:
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- Copies of certificates about the state registration of the legal person, about entering of record into the Uniform state register of legal bodies, about TIN assignment, about statement on the account in tax department;
- Copies of accounting balances of the enterprise for last fiscal year and last three accounting periods with appendices (forms №1, №2) with a tax department mark about reporting acceptance, the explanatory notes made according to requirements of the Ministry of Finance of the Russian Federation;
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts for payments in budgetary system of the Russian Federation;
- The documents confirming absence of delayed debts for a payment before the personnel of the enterprise;
- The feasibility report and/or a business-plan of building of timber-carrying road (with instructions territorial location road, terms of operation, increase volumes of removal wood, calculation of economic efficiency of building of road);
- A copy of the contract of rent of a forest plot.
6. For reception of the state support in the form of indemnification of a part of expenses on designing and a construction of roads to the industrial enterprise:
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- Copies of certificates about the state registration of the legal person, about entering of record into the Uniform state register of legal bodies, about TIN assignment, about statement on the account in tax department;
- Copies of accounting balances of the enterprise for last fiscal year and last three accounting periods with appendices (forms №1, №2) with a tax department mark about reporting acceptance, the explanatory notes made according to requirements of the Ministry of Finance of the Russian Federation;
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts on payments in budgetary system of the Russian Federation;
- The documents confirming absence of delayed debts for a payment before the personnel of the enterprise;
- The feasibility report and/or a business-plan of building of road to the industrial enterprise (with reduction of calculations of economic efficiency of building of road);
- A copy of the certificate on the property right or contracts of rent of the ground area.
7. For reception of the state support in the form of indemnification of a part of expenses for fee on certification:
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- A copy of the contract concluded with the organisation, the rendered service in certification;
- Copies of the documents confirming cost and the fact of the payment of expenses of the organisation on fee on certification;
- The copy of the certificate assured notarially;
- Copies of certificates about the state registration of the legal person, about entering of record into the Uniform state register of legal bodies;
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts for payments in budgetary system of the Russian Federation;
- Copies of accounting balances of the enterprise for last fiscal year and last three accounting periods with appendices (forms №1, №2) with a tax department mark about reporting acceptance, the explanatory notes made according to requirements of the Ministry of Finance of the Russian Federation;
- The documents confirming absence of delayed debts for a payment before the personnel of the enterprise.
8. For reception of the state support in the form of indemnification of a part of the expenses connected with export activity on acquisition of modern technologies:
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- Copies of certificates about the state registration of the legal person, about entering of record into the Uniform state register of legal bodies;
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts for payments in budgetary system of the Russian Federation;
- The feasibility report and/or the business plan (with instructions of volumes of increase in output, economic efficiency calculation);
- Copies of the documents confirming cost and the fact of the payment of expenses of the organisation, connected with export activity on acquisition of modern technologies;
- A copy of letter in territorial body of Federal Agency of statistics about the consent to the publication of the individual statistical data of the industrial enterprise with a mark about incoming document registration;
- Copies of accounting balances of the enterprise for last fiscal year and last three accounting periods with appendices (forms №1, №2) with a tax department mark about reporting acceptance, the explanatory notes made according to requirements of the Ministry of Finance of the Russian Federation;
- The documents confirming absence of delayed debts for payment before the personnel of the enterprise.
9. For reception of the state support in the form of indemnification of a part of expenses for carrying out of marketing researches of foreign commodity markets of regional production:
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- Copies of certificates about the state registration of the legal person, about entering of record into the Uniform state register of legal bodies;
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts for payments in budgetary system of the Russian Federation;
- Copies of the documents confirming cost and the fact of the payment of expenses of the organisation on carrying out of marketing researches of foreign commodity markets of regional production;
- Total materials of research, including in an electronic variant;
- A copy of letter in territorial body of Federal Agency of statistics about the consent to the publication of the individual statistical data of the enterprise-applicant with a mark about incoming document registration;
- Copies of accounting balances of the enterprise for last fiscal year and last three accounting periods with appendices (forms №1, №2) with a tax department mark about reporting acceptance, the explanatory notes made according to requirements of the Ministry of Finance of the Russian Federation;
- The documents confirming absence of delayed debts for payment before the personnel of the enterprise.
10. For reception of the state support in the form of indemnification of a part of expenses for fee for service on working out of means of an individualization of the industrial enterprise, production (works, services):
- The demand of the established form for participation in selection of the industrial enterprises for reception of the state support;
- The inquiry about the industrial enterprise of the established form;
- Copies of certificates about the state registration of the legal person, about entering of record into the Uniform state register of legal bodies;
- Acknowledgement of territorial body of Federal tax service about absence of the delayed debts for payments in budgetary system of the Russian Federation;
- The feasibility report and/or the business plan (with instructions of volumes of increase in output, economic efficiency calculation);
- Copies of the documents confirming cost and the fact of the payment of expenses of the organisation on fee for service on working out of means of an individualization of the enterprises, production (works, services);
- A copy of letter in territorial body of Federal Agency of statistics about the consent to the publication of the individual statistical data of the industrial enterprise with a mark about incoming document registration;
- Copies of accounting balances of the enterprise for last fiscal year and last three accounting periods with appendices (forms №1, №2) with a tax department mark about reporting acceptance, the explanatory notes made according to requirements of the Ministry of Finance of the Russian Federation;
